To encourage students to turn in homework on time, I created the HOT (homework on time) ticket. Each student was given a ticket at the start of the school year. As they turn work in, I would use a hole punch (fun shapes from the craft store work great) and punch out each flame. Once the ticket was full, they would put their name on it, put it in a raffle bucket, and pick up a new ticket. At the end of the grading period, I would draw out 10 names and the students would get a prize (mostly items from Target's dollar bins when the go on clearance - I would usually pay 0.10- 0.25 per item). The more homework the student turns in on time, the more HOT tickets they are able to get turned in!
